History of the Council
These are the footsteps of the Gangnam-gu Council.
- July, 2022
9th Gangnam-gu Council Organized
On June 1, 2022, 23 members were elected according to the eight national simultaneous local election, and the 9th Gangnam-gu Council was launched with an opening ceremony on July 11, 2022. The council is made up of the Steering Committee, Administrative Finance Committee, and Welfare City Committee, and it is doing its best to be reborn as a communicative council that creates a mature council culture based on consideration to build a happy Gangnam-gu.

8th Gangnam-gu Council Organized
Composition of the 8th Gangnam-gu Council The 8th Council started with the election of 23 members according to the 7th Municipal Electionon June 13, 2018, consisting of the Steering Committee, Administrative Finance Committee, and Welfare CityCommittee. Through harmony and communication among members,the 8th council is putting its best efforts to establish the image of council that resident swantand be come a‘Council that prepares for the future,encourages and supports its residents,and always stay swith its residents’.

7th Gangnam-gu Council Organized
The 7th Gangnam-gu Council has 21 members who were elected in the 6th Nationwide Local Election held on June 4, 2014, and consists of three committees: the Operation, the Administration & Finance, and the Public Welfare & Urban Construction Committees. The 7th Council is exerting its best efforts to become an “open council,” and a “policy council” that studies carefully the public mind to find out what residents genuinely hope and want.

6th Gangnam-gu Council Organized
The 6th Gangnam-gu Council had 21 members who were elected in the 5th Nationwide Local Election held on June 2, 2010, and consisted of three committees: Operation, Administration & Finance, and Public Welfare & Urban Construction. The 6th Council strived to become a venue for residents’ living and reflect citizens’ suggestions in council politics, beyond being a local autonomous organ that would depend only on administrative organizations.

5th Gangnam-gu Council Organized
The 5th Gangnam-gu Council had 21 members who were elected in the 5th Nationwide Local Election held on May 31, 2006, and consisted of the Management Committee, the Administrative Press Committee and the Finance & Construction Committee, which all strived to realize council politics for the people. In April 2008, for the purpose of improving council expertise and strengthening the council’s role to keep the executive branch in check, Standing Committees were additionally installed. The committees consisted of the Management Committee, the Administration & Finance Committee, the Health & Welfare Committee and the Urban Construction Committee. And the committees focused on realizing the council politics of advanced autonomy and improving the quality of residents’ lives by becoming an “open council,” a “participatory council,” and a “serving council.”

4th Gangnam-gu Council Organized
The 4th Gangnam-gu Council had 26 members who were elected in the Nationwide Local Election held in July 2002, and consisted of the Management Committee, the Administrative Press Committee and the Finance & Construction Committee. The 4th Council planned for the future-oriented development of Gangnam, and the council members faithfully fulfilled their duties for the sound development of council politics that put the first priority on residents’ rights and interests along with increased welfare.

3rd Gangnam-gu Council Organized
The 3rd Gangnam-gu Council had 26 members who were elected in the Nationwide Local Election held on June 4, 1998, and consisted of the Management Committee, the Administrative Press Committee and the Finance & Construction Committee. The 3rd Council prepared for the 21st century and the council members faithfully fulfilled their duties for the advanced development of Gangnam and the realization of a first-class council that worked with citizens.

2nd Gangnam-gu Council Organized
The 2nd Gangnam-gu Council had 45 members who were elected in the Nationwide Local Election, which was held on June 27, 1995 under the Act on the Election of Public Officials and the Prevention of Election Malpractice. The Council consisted of five standing committees: management, general affairs, finance, citizens’ health and city construction committees. And the council members faithfully fulfilled their duties playing a creative role with a sense of duty, for a sound development of the council politics that put the first priority on citizens’ rights and interests along with welfare increase.

1st Gangnam-gu Council Organized
The revival of local autonomy began as the Local Autonomy Act (full-text amended by Act No. 400 on April 6, 1988) was proclaimed. And pursuant to the act, which was amended by Act No. 310 on Dec. 31, 1990, the Municipal Council Election was held on Mar. 26, 1991 and, at last, the 1st Gangnam-gu Council was organized. A total of 36 council members were elected from 23 dong, and assigned to four committees: management, general affairs, finance, citizens’ health and city construction committees. They had four regular meetings and 36 extraordinary meetings during the term that ended on June 30, 1995.

Local Autonomy Act Enacted
The first Local Autonomy Act (enacted by Act No. 32 on July 4, 1949) since the foundation of the Republic of Korea was proclaimed, and municipal councils were organized following the Eup-Myeon Council Member Election held in April 1952. However, the Local Autonomy Act was suspended by the fourth edict of the Military Revolutionary Committee on May 16, 1961, and virtually lost its effect following the enactment of provisional measures regarding local autonomy on Sept. 1, 1961. As a result, the country returned to the government-controlled local administrative system.
